Define Project Management

PROJECT MANAGEMENT is the application of knowledge, skills,tool,and techniques to project activities to meet project requirements.Project management includes planning,organizing,directing and controlling activities in addition to motivating what is the usually the most expensive resource on the project.
Planning involves deciding What has to be done, When and Whom.There are clear benefits for a planning phases it ensures that adequate understanding of the project tasks is shared by project stakeholders.Proper planning helps to deal with project complexity and improve efficiency as resources are used more wisely.
Then resources need to be organized through activities such as procurement and requirement. 
Directing their activities towards a coherent objective is a major management role.
The activities also need controlling to ensure that they fit within the limits set of them.

PRINCE  (PRoject IN Controlled Environments)     -
the standard project management methodology for government information technology departments
These are categorized as:
Management  - the planning,documentation and control actions of management
Technical       - the planning, documentation and review of technical aspects of the project
Quality           - the planning , documentation and review of the quality control of the project system
PRINCE is a project management structured method.
